Louis O’Neill was selected as the White House Fellow at the State Department in 2004-2005, replacing Nazanin Kermani. He served as Secretary of State Colin Powell’s Special Advisor on Russian Affairs and was dual-hatted with the Russia Desk. Lou O’Neill handled, among other things, the “drugs and thugs” portfolio, working on issues of counter-narcotics, counter-terrorism and international organized crime. His experience as an Assistant DA in New York City (2001-2004) provided particularly helpful preparation for this work . O’Neill advised and traveled with Secretary Powell, and was also frequently sent on special assignments.
One such special project had Louis O’Neill participate as the United States expert on an OSCE (Organization for Security and Cooperation in Europe) Fact-Finding Mission to the occupied territories surrounding Nagorno-Karabakh (NK) in February 2005. Since the early 1990’s, seven provinces in western Azerbaijan which surround NK have been occupied by Armenia. The Azeri government had grown increasingly concerned that Armenia was either promoting, or turning a blind eye to Armenian settlements in these territories (Zengalan, Kelbajar, Aghdam, ). Upon a formal request by Baku, the OSCE convened a team of experts from Germany, France, Poland, Italy, Finland, Russia, the U.S. and other nations to examine the situation in the occupied territories and report back to the Permanent Council. At the same time, the Minsk Group’s Co-Chairs traveled to Stepanakert for consultations.
Louis O’Neill played an active and important role in the Fact-Finding Mission, which covered hundreds of square kilometers in all seven territories and was based out of Stepanakert. He led one of the expert teams around the territories to assess the situation, examining structures, infrastructure, interviewing settlers and determining whether settlement was simply ad hoc or encouraged and supported.
